The Central Luzon College of Science and Technology (CELTECH College) with its imposing structures, both in the City of San Fernando, Pampanga and Olongapo City, appears to bear no traces of its humble beginnings. The college was the brain child of its illustrious founder, the late Madame Helen P. Legaspi whose success as the proprietress of a beauty parlor inspired her to open a fashion school on May 20, 1959. Initially known as the Artistic Vocational School located at B. Mendoza Street San Fernando, Pampanga, it started with an enrollment of 45 in Hair Science and Beauty Culture, a six month course.
